What it refuses to do
- It never ranks a person. Countries, provinces, policies, and its own conduct it will put in an order, because an order over those is an argument anyone can re-run. A member of Parliament, never. rule 03
- It never says whether a number is good. The design is not allowed to make a figure look like praise or blame, and neither is the prose. Counting is the whole product. the system
